摘 要:《环境影响评价技术导则钢铁建设项目》(HJ 708—2014)的编制既满足了国家环境保护管理的需求,也是对我国现行环保标准的有力补充。该导则以《环境影响评价技术导则总纲》(HJ 2.1—2011)为基础,各要素导则为依据,总结钢铁建设项目环评经验,结合钢铁行业特点,明确了钢铁建设项目的环评要求,具有编制程序严谨、适用范围明确、行业特点突出、二噁英评价务实的特点,为进一步规范钢铁建设项目环境影响报告书,强化钢铁行业环境管理与污染防治工作奠定了基础。在此基础上,需进一步加快技术研究,推进高新技术应用;强化污染防治,弱化环境影响预测;加强规划环评,探索行业政策环评。The newly formulated Technical Guideline for Environmental Impact Assessment for Iron and Steel Construction Projects ( HJ 708- 2014) not only meets the national requirements for environmental protection and management, but also strongly supplements the existing environmental protection standards. On the basis of Technical Guideline for Environmental Impact Assessment General Programme ( HJ 2.1- 2011 ) and other EIA guidelines on environmental factors, the paper summarizes the environmental assessment experience in iron and steel construction projects and defines the environmental assessment requirements tailored to the characteristics of iron and steel industry. Featuring rigorous compilation procedure, explicit scope of application, outstanding industrial characteristics and practical dioxin assessment requirements, it will lay a solid foundation for further standardizing environmental impact reports and strengthening environmental management and pollution prevention of iron and steel construction projects. On this basis, it' s necessary to speed up technical research to promote high-tech application, intensify pollution prevention while weakening environmental impact prediction, and enhance plan environmental assessment by exploring sectoral policy environmental assessment.
