摘　　要：煤炭开发布局西移的环境保护工作面临重大挑战。通过分析煤炭开发布局西移中面临的环境形势与存在问题,提出制定生态红线指标,优化煤炭开发布局;实施保护性开采措施,制定差别化管理要求;加大矿区规划环评地下水评价深度,尽快开展矿区跟踪评价;研究推广绿色开采技术,促进循环经济发展;加强环境保护优化经济健康发展等建议。The westward shift of coal mining in China is faced with significant environmental challenges. After analyzing the environmental situations and problems caused by westward shift of coal mining in China,this paper puts forward the following recommendations：optimizing layout of coal mining by developing ecological boundary indicators; taking protective mining measures by enacting differentiated management requirements; strengthening in-depth groundwater assessment in coal mining plan EIA; accelerating EIA follow-up; advocating green mining technologies to facilitate the development of circular economy; and optimizing healthy economic development by protecting the environment.
