摘　　要：本文针对道路客运安全事故多发存在的安全管理问题及原因,在政策法规、管理机制、经营许可及市场监管等方面进行了剖析;对中美两国道路客运安全管理的法规制度进行了分析比较,根据我国道路客运发展现状和安全管理存在的关键问题,借鉴美国的管理经验,提出了创新道路客运安全管理的政策建议。Focus on the problem and reason of safety management behind the lots of the road passenger transport accidents, this article analysis the policy and regulation, management mechanism, License Agreement, and supervise of business operation; Compare and analyses the policies and regulation of America and China. Based on the status and key problem of road passenger transportation＇ development of china, reference the management experience of America, propose the suggestion on innovation of road passenger transportation safety management policies.
