摘　　要：一流大学,在形成现代大学制度的过程中,皆有集科学性与实用性为一体的大学章程。在当前高校改革和现代大学制度建设的大环境下,增强综合实力,提升办学水平,就必须制定科学合理、行之有效的大学章程。并将其作为现代大学制度建设的核心,在彰显特色的同时,完善内部治理结构,深化教授治学与民主参与制度建设。The first-class universities in the world all have the scientific and practicality of the university charter, in the process of the formation of modern university system. In the current educational reform and the modern university system, in order to enhance comprehensive strength, improve the level of running a school, we have to establish scientific and reasonable university charter. We also take it as the core of the construction of modern university system, highlights the characteristics, improve the internal governance structure, deepening the professor＇s academic governance and democratic participation system construction.
