摘　　要：本文从第五次经济长周期的视角出发,指出理解当下文化产业的特征必须放置于时代的大背景中,分析了文化产业在经济长周期启动、上升以及衰退时的发展情况,并指以信息科技与创新为代表的第五波经济长周期的启动期与文化产业的关系,最后分别从文化载体、消费者以及产业组织三个方面考察了第五波经济长周期启动期文化产业的特征,并根据这些特征提出了相应的我国发展文化产业的政策建议。From the perspective of the fifth long economic cycle, this paper points out that the understanding of cultural industry characters must be based on time backgrounds. Then cultural industry is analyzed in development order of an economic cycle-start period, rising period and decline period. What ’s more, this paper discusses the relationship between culture industry and the start period of the fifth long economic cycle which is represented by information technology and innovation. Finally, characters of cultural industry in the start period of the fifth long economic cycle are examined from three aspects respectively, which are culture carrier, consumer and industrial organization. And according to these characteristics, this paper puts forward relevant policy suggestions about the development of our national cultural industry.
