摘 要:医学科技计划作为医疗卫生领域科技管理的基本形式,是公共财产支出的重要领域,而且其产出和成效关乎公众健康状况和生活质量,与市民健康生活息息相关,政府和公众有较强的问责要求。因此,适时的开展绩效评估,是及时向政府和公众展示成效、完善问责、保障计划顺利实施的重要手段。根据医学科技计划的特点,运用逻辑模型和回报模型,构建医学科技计划绩效评估框架。形成了8大评估维度,21个具体的评估问题。绩效形成机理分析是评估框架构建的基础;医学科技计划,其面向的疾病领域和处于的医学诊疗阶段不同,则其具体的评价指标也不相同,采用基于证据的绩效评估方法,能够有效解决这一难题。Objectives: as the basic form of science and technology management in field of medical care,Medical science and technology program is a significant area in the public property spending,whose performance has direct impact on public health and quality of life,thus,the government and the public have stronger accountability requirements. Therefore,carrying out performance assessment timely is an important mean to display the effect to the government and public,improve accountability so as to carry out the security program smoothly. Methods: to construct the performance evaluation framework with the application of logic model and the payback model according to the characteristics of medical science and technology program. Results: forming 8 major evaluation dimensions and 21 specific evaluation questions. Conclusions: the analysis of the performance formation mechanism is the foundation of building an assessment framework; when medical science and technology plan caters to different disease areas and medical treatment stages,the specific evaluation indexes will be different. Using performance evaluation method based on evidence can solve this problem effectively.
