摘　　要：解析了安监部门10多年来6个阶段的行政背景、主要思路和代表性政策。从安全生产理论创新、安全生产主体责任、安全长效机制构建、重点突破专项整治和强化安全基础建设5个方面剖析了政策的连贯性。从宏观、微观、硬件、软件、主题和政策组合等角度研究了煤矿安全监管监察的政策走向和发展趋势。The authors analyzed the administrative background, main idea and typical poli- cies of departments of work safety supervision over ten years and six periods, and analyzed conti- nuity of policies based upon five aspects, theoretical innovation of work safety, main responsibili- ties of work safety, building system of long term safety, breakthrough at key points and sole rec- tification, and intensifying safety foundation. The authors also studied development trends on coal mine safety supervision and inspection policy from diverse perspectives： macro perspective, micro perspective, hardware perspective, software perspective, topical perspective and policy mix perspective.
