摘　　要：科学发展观是科学的、系统的、全面的发展观,也是适合中国国情和时代潮流的发展观,其内涵极为丰富,包括政治经济文化等各领域,与此同时,它也包括深刻的生态内涵,从本质上讲,生态与科学发展是相辅相成的,本文将着重以科学发展观为指导思想,从建设生态文明的意义出发阐述政府在生态环境治理中的相关职能。The scientific development view is a scientific,systmat- ic and comprehensive development view,it is also suitable for China＇s national conditions and the time trend, its connotation is extremely rich, including politics, economy, culture and so on, at the same time, it also covers the profound ecological connotation. In essence, ecological and scientific development are comple- mentary to each other. This article will focus on taking the scien- tific development view as the guiding ideology, starting from the significance of construction of ecological civilization, to talk about the government functions in the ecological environment gover- nance.
