摘　　要：GPA是WTO成员国签订的一个强制性多边协定,支持企业自主创新是政府采购的重要目的之一。本文分析了GPA的本质特征,在借鉴发达国家成熟经验的基础上,提出应该根据GPA条款,逐步、部分开放我国政府采购市场,同时将促进企业自主创新的政策措施分散在不同的法律和法规当中,构建多种法律互补的完备法律体系等具体措施。GPA is a compulsive agreement which signs across WTO members. The most important goal of government purchase is to support enterprises' innovation. After analyzing the substance of GPA, and referring to the mature experience of developed countries,we suggests that our country should gradually increase the openness of the government purchase, at the same time issue more policies about promoting enterprises' innovation and put these supporting policies into different laws and regulations, building a comprehensive and complementary legal system to help enterprises' innovation.Key words:GPA Government purchase Enterprises' innovation.
