摘　　要：简要介绍近年俄罗斯联邦通过对体育体制和机制的改革促进体育事业发展的进程。分析《俄罗斯联邦体育运动法》的主要特点,即明确了体育运动领域中的法人和体育人概念,规定了体育运动领域的12类主体及其权利和义务等。俄罗斯联邦政府依据《俄罗斯联邦体育运动法》,批准制定了《俄罗斯联邦体育部章程》《俄罗斯联邦组织运动员培养方法指导》《俄罗斯联邦发展体育运动国家计划》等。遵照党的十八届四中全会全面推进依法治国的战略方针,提出首先要完善我国《体育法》的建议,确保依法治体、依法行政。The study gives a brief introduction to the reform of sport system and mechanism in Russia which promotes the development of Russian sport cause. Sport Law of Russian Federation has been analyzed in this paper, which defines the concepts of legal person and sport person in the field of sport, as well as the 12 types of subjects and their rights and obligations. The Russian government, based on the law, approved The Sport Constitution of Russian Federation, Guidance for Athlete Training in Russia Federation, and National Planning for the Development of Sport in Russia Federation, etc. According to the national strategy of promoting country＇ s rule by law on The Fourth Plenary Session of the Eighteen CPC Central Committee, the paper holds that Sport Law should be first completed in China, which will ensure the sport of rule by law and sport of administration by law.
