发达国家体育社团发展的法律环境、运行监督机制及启示

摘　　要：运用文献资料法等,对德国、日本、英国3个发达国家体育社团的发展历程、法律环境及运行监督机制进行分析。结果显示:发达国家体育社团发展具有法律体系完善、机构稳定、独立自主经营与管理等特征。结合国情提出我国体育社团发展建议:政府应提供良好的法律环境和政策支持,处理好政府与非营利组织之间的关系,建立多元化的监督机制保障体育社团的合理、合法运营,积极倡导志愿精神并培育与发展志愿者。The study uses the method of literature review to investigate the development history, law environment and monitoring mechanism of sports associations in 3 developed countries, Germany, Japan and UK. The results show that the development of these non-profit associations is typical of complete law system, stable organizations and independent running and management. On the basis above the paper puts forward the suggestions for Chinese sports association development. That is, the government should provide a good law environment and policy support; the relationship between government and non-profit organizations should be well dealt with; multi-supervision mechanism should be established to guarantee the legal operations by these sports associations; volunteer spirit should be actively promoted and volunteer people should be fully educated and promoted.
