新型农村合作医疗筹资困境分析及立法建议——以安徽省为例

摘　　要：稳定的资金筹集机制是新型农村合作医疗长效运行的前提基础,所以,我国新型农村合作医疗能否顺利推进,关键在于解决资金筹措问题。在合作医疗供、需、管三方利益相关主体博弈导致合作医疗出现筹资瓶颈的约束条件下,要在遵循服务可及性、公平性的前提下,通过重视农民的权益保障的立法,形成统一的法律体系并在完善新型农村合作医疗立法内容上进行积极探索,从法律视角提出解决新型农村合作医疗筹资问题的对策,确保合作医疗的良性运行,缓解农村因病致(返)贫问题。Stable financing mechanism is the foundation of sustainable operauon oi new rural cooperative medical care. Thus, the smooth progress of new medical care depends on fund raising. With the restriction of financing problem resulting from the game among medical institution, farmer and government, we should, on the premise of ensuring the accessibility and fairness of the service, form a unified legal system through paying attention to the farmer＇ s legal rights. Meanwhile, we must probe into improving legislation and propose countermeasures to solve the funding problem from the legal perspective to guarantee the smooth operation of the cooperative medical care and solve the medical problems of vulnerable groups in rural areas.
