摘　　要：本文立足近年来网络舆情的产生与传播,了解网络舆情作为社会舆情的重要部分其自身的特点,分析网络舆情的传播载体,透视网络舆情的现状,剖析网络舆情对我国地方政府管理的积极与消极影响,从而提出相应的治理手段和应对机制,这包括了地方政府如何引导网络舆情向良性发展,也包括了如何处理和应对网络负面言论的影响,具体该建立怎样的应对机制。In this paper, with the generation and propagation of network public opinion in recent years, its own characteristics of the netizens＇ suggestions on line is put forth, as an important platform to demonstrate the public opinion. The status quo of public opinion on line is also analyzed as the Neomedia of the public opinion, disclosing its positive and negative influence on China＇s local government management. Thus, the means of governance and the corresponding countermeasures are put forward, including how to guide the network public opinion by the local government, deal with network negative comments, and establish specific coping mechanisms.
