摘　　要：蓝黄经济区作为我国生态文明建设的区域性战略基地,在围绕经济建设和环境保护的协调发展过程中还存在很多问题,解决这些问题的途径主要有:一是要确立生态文明的哲学观、思维方式、价值目标和价值原则;二是要建立健全生态文明制度,特别是自然资源产权制度,避免对自然资源的使用出现"公地悲剧";三是要健全法律制度惩戒恶行;四是要加大生态文明建设的宣传力度,培育人与自然和谐发展、共生与光荣的生态文化。The“blue and yellow”economic zone is a regional strategic base for the ecological civilization construction in China. However, there are many problems in the ecological civilization construction, which build around a coordination of environmental protection and economic develop-ment in the“blue and yellow”economic zone. This paper puts forward four solutions:firstly, to regard the ecological civilization as a philosophic view, way of thinking, value goal and principle;secondly, to establish and improve the ecological civilization system, especially the natural resource property rights system, avoiding the phenomenon of“the tragedy of the commons”when using natural resources;thirdly, to perfect the legal system to punish the evil deeds;fourthly, to enlarge the propaganda dynamics and cultivate an ecological culture in which the development between man and nature is harmonious, symbiotic and co-prosperous.
