征地满意度、非农就业与失地农民市民化程度探析

摘　　要：基于征地项目、征地程序和征地补偿三个层面研究了征地满意度因素对失地农民非农就业及市民化程度演变的影响机制;在此基础上,运用SEM模型对长三角地区858户失地农民数据进行了实证研究。结果表明,总体上失地农民征地满意度的提高,对促进其市民化程度提升具有积极意义,其中非农就业发挥了显著中介效应;进一步比较发现,规范有效的征地程序与就业贡献度高的征地项目,有利于提升失地农民总体征地满意程度和非农就业水平,进而对其长期市民化能力的形成具有重要作用;相比而言,现阶段单纯货币化征地补偿政策的就业促进效应不明显,其对失地农民市民化的"贡献"本质属于短期收入增长所致,而长期效果并不确定。This paper firstly analyzes the influencing mechanism of land acquisition satisfaction factors including land compensation project,land Compensation procedures and land expropriation compensation to the landless peasants＇ urbanization level.Then it gives a real diagnosis research through SEM model based on the data of 858 landless households in the Yangtze-River-Delta region.It indicates that,on the whole,the development of landless peasants＇ land compensation satisfaction can promote the update of urbanization level and there exists an obviously intermediary role of non-agricultural employment.Comparatively,the factors of effective procedures and land compensation project with a high employment contribution could enhance land acquisition satisfaction levels and nonagricultural employment development,which gives a long-term positive effect on the landless peasants＇ urbanization.On the contrast,because of a less contribution to employment,the effect of land expropriation compensation policy to landless peasants＇ urbanization may be built on a shortly growth of income,while it is uncertain on a long time.
