京津冀铁路安全协同管理模式研究

摘　　要：研究目的:安全是铁路发展的生命线,京津冀铁路一体化必须重视安全管理。通过梳理我国铁路安全管理法规体系,分析北京、天津、河北铁路安全管理现状,借鉴发达国家优秀的政府管理经验,探讨符合我国国情和京津冀发展实际的铁路安全一体化协同管理模式。研究结论:(1)北京、天津、河北三地地方铁路的政府监管参差不齐,河北省铁路管理政府职能交叉、难以形成合力,京津两地政府监管相对缺失;(2)美国特别强调铁路安全风险管理,日本则特别关注对从业人员和企业制度建设的监督,欧盟的跨地区铁路管理权责清晰、分工明确,而我国的铁路安全管理在风险管理上相对薄弱,在对企业的监管上还没有实现全程监管;(3)京津冀铁路安全一体化协同管理应健全地方法规、完善组织结构、明确各方权责、提升规制效率;(4)本研究结论可为京津冀交通一体化发展参考。Research purposes： Safety is the lifeline of railway development, Beijing - Tianjin - Hebei railway safety management should be paid more attention. By sorting China＇ s railway safety regulations, this paper tries to discuss appropriate government collaborative management of the Beijing - Tianjin - Hebei railway safety based on the current railway safety management situation and the experience of developed countries. Research conclusions： （ 1 ） Government regulation to the local railway safety of Beijing, Tianjin and Hebei is uneven, the government management of Hebei railway is too complex to create synergy, while Beijing＇ s and Tianjin＇ s are relative lack. （2） The United States exert particular emphasis on railway safety risk management. Japan is particularly concerned about the supervision of employees and enterprise system. The EU ＇s cross - regional management is responsibility - clear and labor - division clear. China＇ s railway safety risk management is weak and pay less attention to the entire regulation. （3） Local laws and regulations, government organizational structure should be improved, and the powers and responsibilities of the parties should be clear to improve regulatory efficiency. （4） The conclusions can provide references for the integrated traffic development of Beijing, Tianjin and Hebei.
