新型木材安全观的构建与应用

摘　　要：在全球经济一体化进程和气候变化的大格局下,木材安全问题不是一个孤立的木材供给的问题、单独国家的木材生产利用的问题,而是一个涉及经济、生态和社会发展的综合性问题,是一个国家间、区域乃至全球互利共赢发展的战略问题。应以共赢发展的新型安全观看待木材安全问题,构建基于国家共赢发展的林木资源共同治理体系。而中国则应从自己的国情实际出发,建设好国家储备林,走自主、自给、储备和利用兼济的木材可持续利用道路。With the background of economic globalization and climate change, timber security is neither an isolated issue of timber supply nor one of timber production and utilization of individual country. Instead, it is a comprehensive issue concerned with economic, ecological and social development and with mutual benefit strategic development among countries, regions of the world. The author suggested that timber security be conceptualized in viewpoint of cooperative development to construct country win-win oriented forest resources joint governance system. China should thereby build independent self-sufficient national timber reserves for sustainable development by weighing its own conditions and balancing the reserve and utilization relations.
