摘　　要：针对环评机构在市场化中丧失评价独立性,严重损害环境影响评价制度有效性的问题。提出通过创新评价费用定价方式、招标委托方式、支付方式及限制环评机构数量等途径保障环评机构经济独立性。通过增加环评透明度、责任追究与淘汰制度、建立评价机构分级制度督促取得了经济独立性的环评机构保持其评价独立性,真正实现环评机构独立、科学、客观、公正地开展环评工作,提高环境影响评价质量。Aimed at evaluation independence loss of environment impact assessment institutions in the process of market,which seriously damages the effectiveness of the environmental impact assessment regime,this paper puts forward some ways of the innovation of evaluation cost pricing,bidding entrusting,payment and limiting the number of environmental impact assessment institutions,to safeguard the economic independence. The EIA institutions that have obtained economic independence by increasing the environmental impact assessment transparency,accountability and elimination system and establishing the evaluation rating system should maintain its evaluation independence and truly develop EIA independently,scientifically,objectively and fairly to improve the quality of environmental impact assessment.
