摘  要:运动式治理、项目化治理和合作式治理都是为克服常规化治理资源匮乏问题而设计的。本文以新中国不同时期的环境卫生治理为案例,分析国家治理逻辑的发展变迁。文章从科层化—社会化和控制—激励两个维度将国家治理模式分为四种基本类型,指出三种模式的依次转换源于资源动员机制。尽管三种模式的逻辑各异,但都需要实现合法性和有效性的统一。改革开放以来,项目化治理已经替代运动式治理,成为我国国家治理的重要手段。但是项目化治理面临多种困境,由项目化治理向合作式治理转变,是实现国家治理能力和治理体系现代化的突破路径。Campaign style governance,project governance and collaborative governance are utilized to deal with resource deficiency of routine governance. The paper takes environment sanitation regulation as the case to analyze the development transition of China's state governance logic. By using hierarchy-socialization and control-stimulation as two dimensions,state governance is classified into four basic types,and it is indicated that the orderly conversion of the three modes derives from resource mobilization mechanism. The three modes share the same goal which is to achieve both legitimacy and efficiency. Since the reform and opening-up,project governance has replaced campaign style governance and acts as a major instrument of China's state governance. While the project governance facing more and more problems,the transition from project govern-ance to collaborate governance is a keen breaking- through approach for realizing the modernization of state governance capacity and system.
