摘　　要：通过分析2006-2013年北京市海淀区医疗类卫生行政处罚案件,了解海淀区卫生执法监督的现况和存在的问题,为进一步做好卫生监督工作提供依据。方法:运用卫生统计学方法对2006-2013年海淀区医疗类卫生行政处罚案件按照类型、对象、依据和违法事实进行统计,分析其基本特点、存在的困难和问题。结果:根据统计,2006-2013年海淀区医疗类行政处罚案件共3 057起,其中对无《医疗机构执业许可证》的处罚占85%,处罚对象主要为个人。结论:2006-2013年海淀区医疗类行政处罚案件总数总体呈降低趋势,卫生监督成效明显;在行政处罚案件中"非法行医"是行政处罚案件的绝大多数,打击非法行医也将一直是卫生监督的重点工作。This paper analyses health administrative penalty cases of medical service in 2006 to 2013in Haidian District.The aim is to explore the current situation and problems of health inspection in Haidian District,and provide a basis for further improvement of health supervision.Method：This paper counts up general procedure punishment cases quantity,financial penalty and reasons for punishment respectively,and analyses the basic characteristics,problems and difficulties of administrative penalty for recent eight years.Results：There are 3057 cases of health administrative penalty of medical service from 2006 to 2013.Cases of illegal practice accounts for 85%.The majority of punishment object are individuals.Conclusions The trend of health administrative penalty cases of medical service is declining in Haidian District from 2006 to 2013.Health surveillance had significant effect.Cases of illegal practice is the vast majority cases of administrative penalty.Combating illegal practice is the important area of health supervision.
