摘　　要：新一轮基本药物招标采购更加注重从降低药品价格到注重药品质量和价格综合效果的转变。本文通过分析新版基本药物目录下不同招标模式的质价关系,探究了基本药物招标采购要实现"优质优价"存在的问题:超低价中标导致质量堪忧、"双信封"制度的失效、"量价挂钩"利弊难断、"单一货源"前途未卜等,并就存在的问题提出了相关的政策建议。The new round bidding procurement has paid more attention to the comprehensive effect of the drug quality and price from lowering drug prices. Based on the analysis of the correlations between quality and price in different bidding procurement modes for essential drugs, the thesis explores the plight of implement ＂high quality and favorable price＂, such as ultra low-cost in bidding result in poor quality, ＂double envelope system＂ failure, ＂quantity links up with price＂ good or bad is difficult to predict, ＂single source＂ faces an uncertain future. And then the thesis puts forward relevant policy suggestions to implement ＂high quality and favorable price＂ in essential drug bidding procurement.
