摘　　要：党的十七届六中全会特别强调要加快文化立法,提高文化建设法制化水平。法制化、规范化建设已成为深化文化体制改革、推动文化事业文化产业繁荣发展的重要内容。修订和完善文化行政法规、加强文化法制理论建设和加强执法建设’为推进文化法制建设提供政策依据。The seventeen session of the six plenary session of the Central Committee especially emphasized on boosting cultural legislation and improving cultural construction legalizing level. Legalization and normalization have become the major content of deepening cultural institution reform and promoting prosperous development of cultural career and industry. Reformulating and completing cultural administrating regulations, strengthening cultural legalization theory building and legal enforcing building have provided policy support for cultural legalization building.
