摘　　要：为更好地协调城市拆迁中多方利益主体,引入一个社会中介机构,运用博弈论的方法对其作用和影响因素进行分析,构建了拆迁人、被拆迁人、中介机构和政府四方的博弈收益矩阵,深入分析了中介机构博弈均衡和拆迁人与被拆迁人的博弈均衡,并分别阐释了其政策含义。政府应该加快发展和培育中介机构,打造城市拆迁的利益协商平台;转变和分解政府职能,将部分职能转移给中介组织,适当减少对城市拆迁的介入,充分授权于社会中介机构,对中介机构要做到权、责、利结合;强化中介机构的监督管理职能,重点扶持一批知识密集型的中介机构;改善对中介机构的服务,建设区域性统一的中介服务公共信息平台。In order to coordinate the stakeholders better in the urban demolition,the author introduce a social intermediary organizations,analyze the effect and influence factors with the method of game theory,and build the game payoff matrix of householder,real estate agency,intermediary agencies and government.The author analyzes game equilibrium of the intermediary,householders and real estate agency,and explains its policy meaning respectively.Government should speed up the development and cultivation of intermediaries,and build interests consultation platform of urban demolition;transform the functions of the government.Government should transfer some of the functions of the intermediary organizations,and reduce the intervention of urban demolition,and authorize social intermediary organizations adequately.Government should combine the authorization,responsibility and interest of the intermediary agent institution,and punish both sides during demolition for their illegal activities.Government should strengthen supervision and management tasks of intermediaries,focus on supporting a number of knowledgeintensive agencies,improve agency services,and construct a unified regional intermediary service public information platform.
