摘　　要：21世纪以来,首都社会经济成分、就业方式多元化,职工队伍结构和成分也发生深刻变化。新形势下,加强产业工会建设,从行业的层面来协调全行业的劳动关系,解决行业职工的共性问题,相比各地方工会、各企业工会分兵作战具有明显的优势。应建立市产业工会、市行业工会、区县产业工会、街道乡镇区域性行业工会联合会四级产业工会组织体系;建立产业工会源头参与机制和劳动关系协调机制,实现民主化、社会化、上代下的运作方式。Since the 21st century, the capital＇s socio-economic composition and employment are diverse. Workforce structure and composition are also undergoing profound changes. Under the new situation, strengthening the industrial union construction, compared to the local union, industrial union has a distinct advantage to coordinate industry-wide labor relations and solve common problems for industry workers. Industrial unions, trade union, county industrial unions, and regional trade union federations should be established to form the mechanism of source of labor relations coordination and to achieve democratization and socialization.
