摘  要:目的通过考察医务和管理人员对老年人在基层医疗机构免费使用基本药物的态度,评估政策的可行性,为制定该政策实施的开展方式、可预见的问题及解决措施提供支持和参考。方法抽取辽源地区100家基层医疗机构1 018名医务人员和辽源地区168名管理人员,分别完成《老年人在基层医疗机构免费使用基本药物可行性研究》调查问卷的填写。结果 70%的医务人员不同程度地了解国家基本药物政策,94%的管理人员认为政策具有一定可行性;65%的管理人员认为可从高血压、糖尿病、心脏病等慢病开始免费;对于制止大处方及无指征用药,分别有50%和44%的医务人员和管理人员认为医德考评与处方权挂钩最有效。结论医务人员和管理人员一致认为老年人在基层医疗机构免费使用基本药物具有可行性,应积极推行。Objective To evaluate the feasibility by investigating the attitude of medical staff and management staff on the feasibility of elder people over 65 freely using essential medicines in basic medical institution,and gave support to development method problems and precautions of the policy.Methods The medical staff were taken from 100 medical institutions in Liaoyuan region.1018 medical staff and 168 management staff were involved in this study. "Medical staff questionnaire" and "management staff questionnaire" were finished.Results 70%medical staff had different levels of understanding on national essential drug policy,while 94%management staff thought the policy had feasibility.65%management staff believed it could be developed from chronic diseases such as hypertension,diabetes and heart diseases.As to prevent no indication of medicine,half of medical staff and 44%management staff thought enhancing medical ethics and restricting right to prescribe was the most effective method.Conclusion Both medical staff and management staff have positive attitude towards the policy that it is feasible for elder people over 65 to freely use essential medicines in basic medical institutions.
