摘　　要：法治思维是衡量党员干部依法治国和工作能力的重要标志。阐释了古今中外有关法治的思想,探讨了法治思维与法律思维、法治思维与人治思维、法治与德治的关系,提出应把坚持依宪治国作为依法治国的首要任务。Rule by lawthinking is a measure of party members and cadres in accordance with the lawgoverning the important symbol of ability. This paper explains the rule by lawthinking,both ancient and modern,Chinese and foreign ones,find out the relationship between the rule by lawthinking and legal thinking,the rule by lawthinking and rule by man thinking,and the rule by lawand the rule of virtue,and puts forward that governing the country by constitution is a top priority.
