摘　　要：针对西安市科技成果转化相关的区域立法存在保障对象单一化、保障领域单一化、立法体系单一化等问题.本文从促进科技成果的多元化产出、促进多元化市场主体的参与意识、促进区域立法的体系性建设的角度入手,调整科技成果转化的区域立法方向,为科技成果转化提供立法促进与保障,推进西安城市区域建设的创新发展.The regional legislation must be enacted for the purpose of facilitating the transformation of scientific and technological achievements, avoiding the tendency of simplified legal subject, simplified legal object, and simplified legal system. In the research and investigation, emphasis must be put on diversifying the legal subject, the legal object, and the legal system so as to promote the innovative development of the city of Xi＇an.
