中国生态文明建设水平综合评价与空间分异

摘　　要：生态文明建设对于中国未来经济与社会发展具有重大意义。根据生态文明建设的内涵,在遵循综合评价指标体系构建的一般原则基础上,文章从生态经济文明、生态社会文明、生态环境文明、生态文化文明和生态制度文明五个方面,构建了中国31个省市区域生态文明建设发展水平的综合评价指标体系,并使用2013年统计数据,对中国31个省级行政区的生态文明建设发展水平进行了综合评价和聚类分析。研究表明,中国31个省级行政区的生态文明建设发展状况可以划分为四个类型,即全面优等型、全面偏优型、全面中游型、全面劣势型;从空间分布来看,生态文明建设程度相对较高的省份大多位于东部沿海地区,而生态文明建设程度相对较弱的省份大多位于西南部地区。The construction of ecological civilization is of great significance for China’s economic and social development in the future. Based on the connotation of the ecological civilization and the general principles of establishing the comprehensive appraisal indicator system, this paper builds a comprehensive appraisal indicator system of the development level of ecological civilization of China’s thirty-one provinces, autonomous regions, and municipalities from economic, social, environmental, cultural and institutional aspects. Then, the paper applies the statistical data of the year of 2013 to make the comprehensive appraisal and cluster analysis on the development level of ecological civilization of China’s thirty-one administrative regions. The results show that the thirty-one regions in China can be divided into four groups：excellent grade, partial optimal grade, medium grade and weak grade. The regions with relatively higher degree of ecological civilization mostly lie in the east coastal areas, whereas those with relatively lower degree of ecological civilization mostly lie in the southwest areas.
