公职人员感知视角下的网上公众评议政府——基于A区2186个样本的实证分析

摘　　要：信息技术的发展以及互联网的普及,促成了国内公众网上评议政府活动的兴起。作为一种公民参与的新途径,网上评议在规范层面的意义和价值是不言而喻的。然而,现实中又有不少人对网上评议的实际效果持质疑态度。那么,处于体制内的政府公职人员是如何看待网上公众评议的?本文以某县级地方政府为个案,利用对公职人员进行全员问卷调查所搜集的数据,构建了一个多元回归模型,从公职人员感知的角度研究网上公众评议的有效性及其影响因素。结果表明:公职人员对网上评议的有效性普遍持保留的态度;网上公众评议的有效性感知是"公众参与的动力与能力"、"部门间差异的影响"、"考核负荷"、"公职人员所从事工作的性质"等诸多因素复杂互动影响的结果,其中,"公众参与的动力与能力"对网上评议有效性感知的影响最显著。因此,要借助网上评议实现真正的公民参与,不仅要进一步优化网上评议机制,消减受评部门性质差异的影响,更要"向公民授权和提供公民教育",激发与提高公众参与的动力和能力,使普通公众而仅非体制内人员成为真正意义上的评议主体。更重要的是,政府要重新审视绩效评估工作的价值导向与功能定位。In pace with the development of Internet technology,many Chinese local governments has introduced internet-based assessment into their performance management systems.As a new form of citizen participation,the normative value of internet-based assessment is self-evident.However,there are still some people who may doubt its actual effectiveness.So how does Chinese public servants in the bureaucracy perceive toward? internet-based assessment? In this paper, we tried to construct a multiple regression model based on the data from County A, Guangdong Province. Our study shows that the public servants have reservations?towards the effectiveness of internet-based citizen assessment. And its effectiveness can be best understood as complex interactions between the capability and motivation of citizens, the departmental difference, evaluation burden, and the characteristics of public servants' jobs. This paper concludes with a discussion of the implication for further research on citizen participation and performance measurement in local government.
