社会再组织化与代表制度的重塑——垫江“两代表一委员”联系群众制度探析  

Social Reorganization and Reconstruction of Representative System——The Analysis of “Two Delegates and One Member” Linking System with the Masses in Dianjiang County Chongqing City

摘　　要：转型中国正面临着社会再组织化的重构,这必然会带来公私领域在管理方式、互动模式以及更深层次权力结构的深刻调整。本文从这一视角解读重庆市垫江县的"两代表一委员"联系群众制度,认为这一制度创新的治理价值不仅在于将法律文本的制度设计长效化,更在于它对于政治系统的全面影响,主要体现为转变自上而下的单一政治沟通方式和再造以科层体系为主体的政策生产结构。通过"两代表一委员"制度平台收集的反映事项总体呈现抛物线趋势,这在一定程度上肯定了其制度绩效,特别是那些交办部门具有较强资源供给的反映事项,由于信息可及性提高的情况下能够迅速、有效地得以解决,反之科层组织则通过项目整合或解释告知的无效反馈。这一制度创新存续还需要在若干关键问题上进行突破,包括再组织存续的内在激励机制、与政府科层组织的权力对接环节以及与现有自治组织的社会兼容问题。Transitional China is confronted with the social reorganization, which is bounded to bring a deep modulation in the public-private spheres including management style、interactive mode and authority structure. 'Two Delegates and One Member'Linking System with the Masses in Dianjiang County Chongqing City will be analyzed in the perspective of social reorganization.There are some governance values of the institutional innovation, which is not only institutionalization of textual system but also the comprehensive influence to the political system including the transformation of the up-down communication approach and reconstruction of policy production structure based with bureaucracy. There generally has presented a parabolic trend for the cases collected by the institutional platform of 'Two Delegates and One Member', which has positively affirmed its performance in some degree. Especially those cases which the relevant government departments have strong resource supply capacity, they can be promptly solved with the information transmission enhanced. Otherwise, the governments will integrate projects or give invalid feedback with explanations. The survival of the institutional innovation still needs some breakthrough in the key issues,including the inner incentive mechanism、the docking links with the bureaucracy and the compatibility with voluntary associations.
