民国时期上海华界食品卫生监管初探(1927—1937)

摘　　要：鉴于近代以来食品卫生的恶劣状况,在租界的正向引导与反响刺激下,国人食品卫生意识逐渐觉醒,推动政府开启了食品卫生事业。南京国民政府成立后,卫生局、卫生试验所以及其他相关机构的相继设立,以及用于规范宰牲检验、生产场所、食品发售以及卫生行政人员等方面法律法规的颁布实施,为食品卫生法监管提供了组织支撑与法律保证。通过开展与实施卫生计划、卫生教育等,在对饮水、肉食、奶品、副食及其生产场所的具体监管过程中,上海华界逐渐形成了极具地域特色和时代特色的食品卫生监管制度。尽管这一段实践取得了一定成就,但仍存在着诸多缺点与不足,为我们当今实践提供了宝贵的经验和借鉴。Considering the worse situation of the food hygiene since modern times in China, and with the positive guidance and negative stimulation of the concessions, the Chinese food hygiene awareness came to awaken, which promoted the government to start a new career in food hygiene. After the foundation of the Nanjing National Government, the government set up the Ministry of Health and the Central Health Tests Research Institute, which brought the organization and technical support to the nationwide food hygiene supervision. With the effective running of these institutions, the food hygiene supervision of the Chinese-controlled districts in Shanghai achieved some progress. However, problems and insufficiencies still existed, but we can draw some valuable experiences and references from that.
