摘　　要：完善制度"防腐"机制,推进制度伦理创新是引领与规范领导干部廉洁从政的制度伦理规范之一。"以制度约束权力,从源头上预防腐败;硬化决策、执行和监督‘三权’制约机制,规范领导干部的权力运作;推行‘三务’公开制度,创新权力监督机制;完善领导干部财产登记制度,推进制度‘防腐’阳光运作"等是其实现的应然路径,践行上述举措对于保障公共权力的良性、阳光运行及促进制度伦理建设均具有一定的理论意义与实践价值。Perfecting the corrosion mechanism of system,promoting the innovation of ethical system is one of the system ethical standard in leading and regulating the leading cadres to administrate honestlly. By the system to restrict power,preventing corruption from the source; hardening decision,executing and supervising ＇three power＇ restriction mechanism,regulating the operation of the power of leading cadres; carrying out the ＇three service＇ open system,innovating power supervision mechanism; improving the leadership cadres of the property registration system,advancing the system ＇preservative＇ sunshine operation＂ is the ought to be practice path,to implement the above measures,there are the certain theory significance and the practice value in the protecting of the public power,promoting the benign sunshine operation system and promoting the construction of system ethics.
