摘　　要：培育和发展社会组织不能一蹴而就,当遵循循序渐进的原则。根据不同阶段的组织能力、制度环境和社会结构,可以将"嵌入性发展"的理论架构化解为层次逐步递进、三阶段滚动式的发展策略。同时,为了更加深入考量政府和社会组织之间的互动合作,在"嵌入性发展"过程中,将深入透析每一阶段中的"嵌入主体"、"嵌入客体"、"嵌入空间"、"嵌入策略"及"嵌入效应",进而力争从一种"顶层设计"的高度和"相嵌互动"的深度,来系统建构政府与社会组织互动发展的实践策略。In this regard,we will be based on the ability of organization,institutional environment and structure system in different stages and divide'embedded development'into three rolling gradual development strategies.At the same time,to further deepen the mutual cooperation between government and social organizations,in the embedding of different stages of the development process,We will further analyse the'embedded body and object','embedded space','embedding strategy'and'embedded effect'in each stage,striving to from a'top design'and'the height of embedded depth of interaction',so as to construct the practical strategy of interactive development between government and social organizations.
