区域产业协同创新平台架构、功能及运行机理研究

摘　　要：产业协同创新平台架构上分为产学研协同创新核心层、产业创新支撑层、决策管理层、创新环境配套层等四个层次,承担资源集成功能、共性技术共享功能、知识产权服务功能、融资与推广服务功能、人才培训及服务功能。区域产业协同创新平台具有主体多元、动态开放、系统耗散等基本特性,形成动力上划分为企业推动型、智力驱动型和政府支撑型三种类型,通过技术创新模式、创意衍生模式和技能扩散模式的交互耦合运行实现产业协同创新。区域产业协同创新平台运行保障上要在招商引资、技术创新协同、优势企业培育上发挥决策管理层的引导力,发挥区域财税、金融政策、技术创新政策的保障作用。Regional industry collaborative innovation platform concludes core layer, support layer, decision-making management and environment supporting layer. The platform undertake functions of resource integration, common technology sharing, intellectual property services, financing and promotion service and personnel training and service. With the basic characteristics of multi subject, dynamic and open system, formatted power, regional industry collaborative innovation platform is divided into three types of enterprise push, intelligence driven and government support, and from the interactive coupling operations of technical innovation pattern, creative derivative model and skill diffusion model, the platform achieve collaborative innovation. About the guarantee, the regional industry collaborative innovation platform should play decision managements＇ guiding role in investment, technological innovation synergy and training advantage enterprise, and play security role of regional finance and taxation, financial policy and technology innovation policy.
