摘　　要：淮河干流蚌埠—浮山段行洪区调整和建设工程是淮河进一步治理38项工程中第一个实行代建制的项目。本文围绕项目建设管理以及监督过程中出现的新情况、新变化展开探讨,探索做好工程代建制管理的有效措施,在保证工程顺利实施的同时,为治淮工程建设代建制积累模式经验。Huaihe River main stream Bengbu—Fushan segment flood flowing zone adjustment and construction project is the first project implementing agent construction system among 38 projects in further controlling Huaihe River. In the paper,project construction management,new situation and new change in supervision process are discussed for exploring effective measures in project agent construction system management,thereby accumulating experience for Huaihe River control project construction agent construction system mode when smooth implementation of the project is ensured.
