摘 要:高校的职能部门都是从某个方面管理、服务着学校的教学科研活动.从学校管理的角度考虑,职能部门需要各司其职.但是从为师生服务的角度考虑,各司其职的工作模式不可避免地使师生在办理跨部门业务的时候感觉到部门间的"隔阂"的存在.尽管学校宏观上强调职能部门间加强交流与协作,但是无法将"隔阂"的消除深入到服务的细节中.为使师生能够顺畅地办理业务,高校需要在梳理清楚各个业务流程的基础上,将各个业务流程对应的办事指南以师生能够便捷获取的方式呈现给他们.华东师范大学通过建设网上办事指南平台进行了一些探索和尝试.该平台汇集了各个职能部门中所有面向师生的办事指南,成为师生办事的引导着和协助者.在平台建设的过程中,学校完成了业务梳理、优化、整合的长效机制的建设,从而时刻督促各个部门间的业务协调,确保平台的生命力.In universities,each functional department usually serves one aspect of teaching and researching activities.From the point of view of school management,functional departments need to fulfill their own duties.But this operating mode inevitably makes teachers and students feel the presence of the"barriers"of departments when conducting cross-departmental business.Despite universities may emphasis on strengthening exchanges and cooperation of departments,but can't eliminate the"barriers"in service details.To help teachers and students conduct business smoothly,universities need to sort out clearly the various business processes which will be turned into guides easily gotten by students and teachers.Recently,East China Normal University has set up Campus Online Service Center which brings together all guides from functional departments to help teachers and students conduct business smoothly.In the process of construc-tion,the university has established long-term mechanism of integrating various business processes to urge coordination between the various departments,ensuring the viability of the platform.
