淮安城区泵站的风险管理创新

摘　　要：淮安市水利局2012年起在江苏省内首创城区泵站风险管理项目,并于同年在全市城区泵站中推广。该项目运行三年来,其全方位的动态管理模式经受住了城区防汛重重考验,增强了城区泵站管理部门的风险管理意识,提高了泵站运行管理水平,有效推进了淮安市水利现代化指标的实现,对全市乃至全省排涝泵站、涵闸等防汛工程的运行管理也有着积极的推动作用。In 2012, risk management project was initiated by Huai’an Water Resources Bureau as the pioneer project in Jiangsu Province and the experiences were widely extended to the pumping stations in the urban area of the city. After three years’ operation, it demonstrates that this all-round dynamic management mode can help the city to defense flood thanks to the raising of awareness to risk management, enhancement of pumping station operation and management level and modernization of water conservancy. The approach has played an active role for improving operation of drainage pumping stations and culverts in the city as well as in the whole province.
