小型水库大坝安全监测改进建议

摘　　要：在水库大坝安全监测和管理领域,问题最突出、管理最薄弱的是小型水库。对已建大坝进行安全监测,并处理异常及危险信号是保障大坝安全的关键。小型水库安全监测中存在的主要问题是:监测项目不完善,设备损毁严重,维修不到位,仪器设备精度和长期稳定性差,设计规范可操作性差,工程技术人员安全监测知识欠缺,管理维护不到位。应从以下方面加强小型水库安全监测工作:编制可操作性强的规范,细化监测方法,明确监测设备技术标准,编制安全监测设计标准图集,进行社会化集群式管理,制作发行典型案例音像资料,理顺管理体制。Comparing to large and medium size reservoir dams, safety monitoring and management of small dam reservoirs is relatively weak and associated with serious problems. It is vital of conducting safety monitoring,handling abnormal events and finding danger signals, so as to ensure safety of these dams. The main problems with safety monitoring of small dam reservoir are imperfect monitoring project, aging and damage of monitoring equipment and lacking of repair, inaccuracy of monitoring equipment, poor design of monitoring standards,insufficient knowledge of technical staff and ineffective operation and maintenance. Recommendations are made accordingly, such as regulative provisions being operative, monitoring methods being given in detail, issuing specific technical standards, preparing drawings for design, wider participation for management, preparing videos for typical cases, and improving management system.
