摘　　要：为实现政府职能由"重审批、轻服务、轻监管"到"轻审批、重服务、重监管"的转变,J市于2013年8月开展了"三减少、四集中、三改革"的综合改革。基于上级要求与现实问题解决,J市通过厘清政府、市场与社会的边界,向市场和社会放权,进一步关注"由什么样的政府机构"和"采用什么治理流程"来履行政府职能,旨在摆正政府不同层级、不同部门间的关系;在改革推进中强调统筹改革方案、局部试点先行、智库全程参与和及时沟通督办,凸显了顶层设计与摸着石头过河的特点。In order to realize functional transformation from ＂ emphasizing on the examination and approval and de- emphasizing the public services and regulation＂ to ＂ de- emphasizing on the examination and approval and emphasizing on the public services and regulation＂,City J launches a comprehensive reform in August 2013. Based on requirements from its superior and practical problems- solving,it not only clarifies the boundary of the government,market and society,but also strenghtens the relationship between governments at different levels and different government departments by defining what kind of organizations are,which government agency performs governance functions and what governance processes are used. Moreover,strategies of the top- level design and crossing the river by feeling stones are combined together to promote this comprehensive reform.
