摘　　要：治理评估已经在不同层面进入设计和操作的阶段。在当代中国特定情境下,需要围绕体系、能力和现代化这三个关键词,把握国家治理评估与地方治理评估、政府治理评估与社会治理评估的比较特征;明确将执行力作为治理能力评估重要维度,采用静态评估与动态评估相结合、客观评估与主观评估相结合的方法;坚定的将依法治国作为治理现代化指标设计的重要导向,在操作设计方面真正体现现代化的特征。Governance assessment has entered the stage of the design and operation at different levels. In the particular context of contemporary China,we need to focus on the three key words： institutions,capacity and modernization,and hold the comparison of features of national governance and local governance assessment,governance assessments and social governance assessments as the same. We should put execution as an important dimension of governance capacity assessment,and adopt methods that can combine the static assessment and dynamic assessment,and the objective assessment and subjective assessment. On the basis of the rule of law,the important guide for the indicators design of governance modernization,we will truly reflect the characteristics of modernization in the operation design.
