摘 要:在对公务员自由裁量权进行内部控制和外部控制的理论基础上,美国公务员在职伦理培训模式形成了四种比较典型的模式:一是合规伦理培训模式,以遵守法律上正确的行为作为其培训中心。二是诚信伦理培训模式,以某种道德理想主义的道德标准为中心。三是融合伦理培训模式,是前两种模式的融合。四是集成伦理培训模式,强调公共组织变革以支持个体公务员做出负责任的行为。它们在美国联邦政府、州政府、地方政府以及专业协会等四个层面进行了具体实施。并已取得了实际的成效。面对中国情境,美国公务员在职伦理培训模式经验能给我们在培训理念、培训内容、培训机制以及培训方法上带来一定的启示。Based on the theoretical foundation of internal and external controls on public servants' discretion,four quite typical models of in- service ethical training for public servants in the USA have been established: the first is compliance model which focuses on legal right conducts,the second is integrity model which focuses on the ethical standards of certain ethical idealism,the third is fusion model which fuses the former two models and the fourth is integration model which emphasizes on public organizational change to support an individual administrator to make responsible conducts. They have been concretely put in practice at the federal level,state level,local level and professional level,and have obtained distinct practical effects. Facing the situations in China,the American experiences in- service ethical training for public servants may bring to us some enlightenments in training concepts,contents,mechanisms and ways.
