摘　　要：建立政府法律顾问制度既是建设法治政府的迫切要求,也是创新社会治理方式的必然途径,更是适应经济全球化的现实需要。各地在政府法律顾问工作中不断探索,积累了丰富的经验,在政府重大决策的论证、重大项目的建设、突发事件的处理以及日常行政管理中发挥了重要作用。为加快建设政府法律顾问体系,国家应在制度层面规范好政府法律顾问的选任标准、管理模式、权利与义务、服务范围和权益保障。The establishment of government legal counsel system is the urgent need of the construction of law-based government,and is the inevitable way of social governance innovation as well as the realistic requirement of adapting to economic globalization.Many regions have explored a lot in government legal counsel system and ac-cumulated rich successful experience,which played an important role in the argumentation of major government decisions,construction of major projects,emergency handling and daily administration.In order to promote the construction of government legal counsel system,the state should establish and standardize the legal counsel selec-tion criteria,management mode,rights and obligations,the scope of services and protection of rights and inter-ests.
