摘 要:智库是国家软实力的重要象征,在加强中国特色新型智库建设、建立健全决策咨询制度的新时期,高校新型智库建设独具优势,主要表现为具有系统性、稳定性、完整性、多样性和灵活性等特征,是中国智库的重要组成和补充,但是,现实中高校智库建设面临影响力不足、咨询效力不足和协同攻关能力不足等困境。在协同创新理论指导下,从制度协同、机构协同和人力资源协同3个方面破解现实困境,是发挥高校智库优势,完善智库功能的有效途径。Think-tank is an important symbol of national soft power.For improve the ability of decision-making consultation,it must need strengthening with Chinese characteristics of the new think-tank construction.In this period,colleges and universities as new think-tank construction have their unique advantages,mainly characterized with system,stability,integrity,diversity and flexibility.And the University think-tank prove to be the complementary of Chinese think-tank.But in fact,the construction of University think-tank influence is insufficient,consulting and lack of effectiveness and collaborative research ability shortage dilemma.Absorb the social capital theory and the theory of social division of labor of thought under the guidance from the system,mechanism,synergistic collaboration and human resources coordination three aspects to crack existing difficulties,is the the effective way to improve the think-tank function.
