摘　　要：现行农地征收中存在"公共利益"界定不清、补偿标准严重偏低、补偿费分配不合理、补偿方式单一等问题,进而造成失地农民、用地单位和政府之间的多重矛盾,严重影响了社会经济的健康稳定发展。通过对国外征收制度的研究借鉴,结合我国国情对征地制度进行优化:搁置"公共利益"界定的难题,从技术层面入手,确定合理的补偿标准;在补偿费分配方面充分考虑征收中相关利益方的损失;实行多元化的补偿方式,以达解决征地中存在问题之目的。There are various problems in current rural land requisition such as that the definition of ＇public interests＇ is not clear, the distribution of compensation fee are not reasonable and the compensation methods are unitary so that there are multiple contradiction among land-lost farmers, land users and government which seriously influence the healthy stable development of social economy. Through the study and reference of the requisition system abroad, and by combining our national conditions, this paper optimizes the requisition system： shelving the definition problem of ＇ public interests＇ and determining the reasonable compensation standards technically; fully considering the losses of relevant interest party in requisition in terms of the distribution of compensation fee; realizing the diversified compensation methods so as to solve the problems in requisition.
