摘　　要：公共文化服务体系演进过程有其深刻的理论根源和现实依据。我国基本公共文化服务的理论根源在于新公共行政理论、公共文化理论和数字不平等理论,其现实依据为法律和政策依据、基础与现实依据以及政府职能转变依据。我国基本公共文化服务体系的建设与完善,也应根据这些理论与现实依据展开。The evolution of the system of public cultural services has its own deep theory root and realistic basis. The paper not only points out three kinds of theory roots of basic public cultural services in China, namely, theory about new public administration, theory about public culture, and theory about digital inequality; but also puts forward three realistic basises of basic public cultural services in China, namely, law and policy, existing reality, and the transformation of government functions. The establishment and improvement of the system of basic public cultural services in China should be carried out on the basis of the aforementioned theories and bases. 18 refs.
