摘　　要：基本公共文化服务是为了保障全体公民最基本的文化权利,使其公正、平等、普遍地享有公共文化服务,是最具保障性和公平性的服务类型。基本公共文化服务体系则是在保障公民基本文化权益、满足其基本文化需求的过程中,由与之相关的要素密切配合、相互协同、有序衔接组成的有机整体及运作机制。目前,在构建基本公共文化服务体系过程中涉及的主要问题包括底限尺度、规范标准和均衡平等。针对上述问题,应该以"标准化"和"均等化"为目标,以制定一套行之有效的"基本标准"为落脚点,来构建我国基本公共文化服务体系。With the most supportability and fairness in all types of services, basic public cultural services are to ensure the most basic cultural rights of all citizens and make them enjoy public cultural services in a fair, equal and universal way. The system of basic public cultural services is an organic whole and operating mechanism composed of related elements in a closely-cooperative, mutually-coordinated and orderly-connected way and in the process of safeguarding the basic cultural rights and interests and satisfying the basic cultural needs of citizens. At present, the main problems involved in the process of building the system of basic public cuhur- al services include the scale, standard and balanced equality. As for these problems, the system of basic public cultural services should be built in China based on standardization and equalization, and in a way of creating a set of effective basic standard. 2 figs. 5 refs.
