摘 要:城市森林协同治理体系决定着一个市域的城市森林治理主体要素和非主体要素在非线性相互作用下实现城市森林效益最优的协同程度,其对加速城市资源优化配置、促进城市森林科学发展,实现城市生态文明起着重要作用。其协同度是核心,协同度决定着协同效应、协同绩效。本文以系统协同分析为基础,建构了城市森林治理体系协同度评价指标体系和评价模型,并以青岛城市森林协同治理体系2009~2013为例进行实证研究。研究结果表明:青岛城市森林协同治理体系协同度自2010年开始呈直线上升态势,2010~2011年处于不协同形态,2012年处于弱协同形态,2013年仅处于一般协同形态,这与实际情况相符。要达到高效协同形态,还需进一步加强建设。The city forest cooperative governance system determines the synergy degree of realizing the optimal city forest benefits under the nonlinear interaction between the subjective and non-subjective elements of a city's forest governance, and it plays an important role in accelerating the optimal allocation of the city's resources, promoting the scientific development of the city forest, and realizing the ecological civilization of the city. The synergy degree is the core, which determines the synergistic effect and performance. This paper aims at the construction of the evaluation system and model of urban forest management cooperative degree index system based on the cooperative analysis, taking Qingdao urban forest cooperative management system(2009-2013) as a case for the empirical study. The results of the study showed that the synergy degree of Qingdao City forest cooperative governance system was the upward trend on line since 2010, and it was in a non-cooperative state from 2010 to 2011, a weak synergistic state in 2012, and only in the general cooperative state in 2013, all of which were consistent with the actual situations. It needed to be further strengthened to achieve effective cooperative states.
