摘　　要：通过估算考虑环境规制的工业行业的全要素生产率,分析环境规制对工业行业全要素生产率的影响,在此基础上,实证研究分析环境规制强度对产业效率的影响、以及环境规制对产业集聚的影响。研究结果表明:高能耗、污染密集型行业的全要素生产率受环境规制影响比较大,而高科技行业、劳动密集型的制造业以及部分轻工业的全要素生产率受环境规制影响较小;实证回归显示环境规制强度对产业效率的影响并不显著;环境规制强度对产业集聚有正向的影响。因此,政府应该适当提高环境规制标准,通过环境规制政策引导相关产业的适度集聚,通过产业适当集聚提高环境治理能力、并提升产业效率。The environmental regulation intensity increase would hinder the improvement of in- dustrial efficiency？ Whether the implementation of environmental regulation can lead to industrial agglomeration？ This paper calculated the industry total factor productivity under environmental reg- ulation. We analyzed the environmental regulation effect on the industry total factor productivity. Based on this, we empirically studied and analyzed the effects of environmental regulation intensity on the industrial efficiency, and the influence of environmental regulation on industrial agglomera- tion. The results show that the total factor productivity of high energy consumption, pollution in- tensive industry is affected by the environmental regulation more, in the high--tech industry, labor --intensive manufacturing, some of the light industry total factor productivity is less influenced by environmental regulation. The empirical regression shows that the intensity of environmental regu- lation there is no significant impact on the efficiency of the industry~ Environmental regulation in tensity has a positive effect on industrial agglomeration. Therefore, the government should be ap- propriate to improve environmental regulation standard, through the environmental regulation poli- cies to guide the moderate concentration of relative industries, through the industrial cluster to im- prove environmental governance and industrial efficiency.
