摘　　要：公平正义是人类幸福快乐的前提,也是社会进步的动力源泉,建设公平正义更是建设中国特色社会制度文化的内在要求。追求这一目标需要起点的公平即教育公平,学生助学制度是促进教育公平的重要举措;实现这一目标需要过程公平,主要是干部选任制度公平,良好的干部作风建设引领社会风气。通过制度文化建设,改进职业道德,构建和谐社会。Fairness and justice is a prerequisite for human happiness, and also is the power source of social progress, the construction of fairness and justice is an inherent requirement of building the social system and culture with Chinese characteristics. In pursuit of this goal requires a fair starting point, that education fair. Student financial aid system is an important measure to promote education fair. Achieving this goal requires a fair process, mainly cadre selection system is fair, and good work style of cadres can lead the community. Through the culture of the system, improve professional ethics and building a harmonious society.
