区域协调发展中的地方合作机制构建——以新疆西北区域合作为例

摘　　要：在全球化背景下,一城一地的资源组织能力和容纳能力已经无法满足产业发展领域向综合化、规模化、复杂化发展的趋势,这种条件下,要求区域城镇系统必须建立起有效的协调合作机制。以新疆西北区域为例,首先分析了区域合作机制构建的基本要素以及当前西北疆区域合作中存在的问题,进而分别从组织机制、利益分配机制和保障机制等三个方面就完善区域地方合作机制进行了探讨,提出了构建以区域规划编制与实施为主要功能的区域合作组织机制、适应市场经济特点的区域合作利益分配机制、以完善的法律制度体系为支撑的区域合作保障机制的具体对策建议。In the background of globalization, both the organization capability and the bearing capacity of resources for one city or place have been unable to meet the industrialization development trend, which is getting more integrated, large-scale and complicated. Under such condition, the regional urban system must establish an effective mechanism/system for coordinated cooperation. Taking the northwest area of Xinjiang Province as case study, this paper first analyzes the basic key elements for building the regional cooperation system, and discusses the current problems existing for regional cooperation in Northwest Area of Xinjiang Province. Further, the paper probes for the possibility of improving the regional cooperation system from three aspects respectively asl. The Organization Mechanism, 2. The Benefit Distribution Mechanism, and 3. The Assurance Mechanism. This paper finally puts forward specific measures and solutions on how to construct a complete regional cooperation system with 1. Regional planning and implementation as the main function of the organization mechanism; 2. Adaption to the characteristics of the market economy as benefit distribution mechanism; and 3. Supported and assured by an improving legal mechanism.
